Incentivized deconstruction and documentation in building

We should incentivize disassembly of homes and buildings by setting a recuperating price for every nail, screw, and piece of reusable wood pulled from a home.

The price for each component can't be higher than the price of new ones, or else scams will be encouraged. But what if the individual home components were priced at 5% below market rate, with an incentivization for recuperating more than 75% of the building materials like a bonus that amounts to getting those components above their new price.

The reasoning is: it is beneficial for the commons if we properly clean up our messes instead of dumping them in a pit, enough so that disassembling a building in an ecologically sound manner is just as profitable as building one, by way of bounties from the state.
